Local Security Assistant

Zarzis, Tunisia

JOB DESCRIPTION

 The Local Security Assistant promotes a client, quality, and results-oriented approach while performing crucial operations functions. Additionally, the incumbent will also continue to play a major role in the implementation of recommendations stemming from the audit of the IOM Safety & Security function. The Local Security Assistant works in close collaboration with the other Local Security Assistants within the mission. He/she keeps professional work relation with other UN agencies staff to exchange information and ensure consistent service delivery.

RESPONSIBILITIES

Responsibilities and Accountabilities

  1. Assist the Head of Sub Office (HoSO) in the required day to day monitoring security situations in Zarzis by providing relevant and accurate security information through regular/flash reports. 
  2. Assist HoSO in maintaining the required networking with security stakeholders in Zarzis to ensure effective IOM program implementation in accordance with IOM safety and security procedures. Accompany HoSO to respective security related meetings within Zarzis (South). 
  3. Maintain adequate office access and egress SOPs; ensure only authorized persons entering IOM premises through regular monitoring of security guards.
  4. Conduct interior patrols and fire safety observation when required.
  5. Report to the HoSO and the SFSA any potential/actual breaches of IOM office security as well as any unusual activity. 
  6. Assist HoSO in Zarzis in conducting the security assessments, offering appropriate inputs and recommendations whenever is needed. 
  7. Provide inputs to the formation of safety/security contingency plans, procedures, and policies under UNDSS and the IOM Security Management System in coordination with the SFSA in Tunis.
  8. Establish and update staff files/lists and organize the Warden System for all IOM staff in Zarzis. 
  9. Conduct security briefing (including cultural orientation) for new arrivals or TDYers.  
  10.  Assist and support required monitoring of the in-country security situation through reporting of significant incidents on a timely manner to designated management staff using prescribed reporting forms/templates and IOM security modalities. 
  11. Escort IOM staff on field missions within Zarzis and its suburbs particularly during large distribution of assistance to vulnerable migrants. 
  12. Report to duty if need be, during official holidays and after normal working hours to support IOM emergency programs or any other work-related issue. 
  13. Perform such other duties as assigned by the HoSO.

QUALIFICATIONS

Qualifications and Experience

EDUCATION

  • High School degree with four years of relevant security professional experience, 

or 

  • Bachelor’s degree in Business Management, International Relations, or other relevant field from an accredited academic institution with minimum of two years of experience in security, law enforcement, military or police context. 
  • Added advantage if previous experience in UN/IOM Missions, International Peacekeeping, or International Emergency Missions.

EXPERIENCE

  • Experience in organization and operational execution of security management systems private sector or otherwise is an added advantage. 
  • Previous experience in dealing with law enforcement agencies

SKILLS

  • Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
  • Ability to work under pressure with minimum supervision.

Languages 

For all applicants, fluency in Arabic French and English is required (oral and written).

Under the overall supervision of the IOM Tunisia Chief of Mission and the IBG Program manger and the direct supervision of the Programme Officer (IBG), the Project Associate will support with the planning, implementation, monitoring, communication and reporting of the Regional Mediterranean Governance Programme (RMGP) and other IBG programme activities in Tunisia.

RESPONSIBILITIES

1.         Support the implementation of the RMGP project workplan and activities by providing administrative and operational support including to its financial, administrative, and technical aspects, in compliance with IOM policies and standards and donor requirements.

2.         Support the collection of information and data contributing to drafting the interim and final reports of the RMGP project in line with IOM standards and procedures.

3.         Support the organization of, and participate in, workshops, training sessions, conferences and meetings including logistical, administrative and budget aspects, and maintaining relevant files/records. 

4. Assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.

5.          Support the production of relevant communication materials on RMGP project activities as well as any administrative and financial documents required for reporting and project related communication.

6. Draft correspondence (letters, Notes Verbales, emails) and follow up on their dispatching to Government, partners, other IOM offices on time and effectively. 

7.         Assist in fulfilling internal procurement, and other administrative formalities with organizational units in support to programmatic activities, including Project budget monitoring and updating.

8.          Perform any other related duties as may be required.

QUALIFICATIONS

EDUCATION

  • Bachelor’s or equivalent or Higher degree in Management, Political, Social Sciences, or a related field from an accredited academic institution with three years of relevant professional experience, or:
  • High School Degree/Certificate degree in the above fields, and five years of relevant professional experience.

EXPERIENCE

  • Sound knowledge of administrative skills;
  • Experience working with government counterparts, private sector, international organizations and/or non-governmental organizations (NGO) is an asset; 
  • Expèerience in organizing events or capacity-building activities is an asset;

SKILLS

  • Strong skills in using Microsoft Office products; especially Outlook, Word, Excel and PowerPoint. Experience with Power BI is an asset;
  • Previous experience working with enterprise resource planning systems (Oracle Fusion Cloud) would be an asset;
  • Strong organizational and planning skills;  
  • Excellent time management skills; 
  • Excellent verbal and written communication skills in all three languages (English, Arabic, French);
  • Excellent editing skills;
  • Attention to detail and problem-solving skills;
  • Capacity to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
